Chair

David J. Oake, B.Comm., MBA
President, Invenio Consulting Inc.

David Oake holds a Bachelor of Commerce (Honours) degree from Memorial University and a Master of Business Administration degree (specializing in Finance and International Business) from Queen’s University.

His career began in the public service. In several executive roles with the Government of Newfoundland & Labrador, including Deputy Minister of Treasury Board and Deputy Minister of Industry, Trade and Technology, he was deeply involved in negotiations with Hibernia and White Rose project proponents regarding royalty, project finance, taxation and industrial benefits issues.

On entering the private sector, he served in successively more senior roles in the Canadian telecommunications sector, and from 2000 to 2008, he served as Executive Vice-President (Corporate Development) of Stratos Global Corporation, the world’s largest provider of remote satellite communications services.

Mr. Oake has served on the boards of several private companies and not-for-profit organizations, including as a director of Stratos Global Corporation, Moscow Teleport Ltd., Navarino Telecom, xwave and as Chairman and director of Marystown Shipyard Ltd., Bull Arm Site Corporation and C-CORE (1995 -2001). He rejoined the board of C-CORE in 2008.

He is also proud to be associated with the sport of rugby in Newfoundland and is President of the Dogs Rugby Football Club. He resides in St. John’s, NL with his wife and two children.

Vice-Chair

Mark MacLeod, B.Sc., M.Sc.
Vice President, Atlantic Canada, Chevron Canada Limited

Mark MacLeod holds a Bachelor of Science degree from La Salle University and a Master of Science degree in geophysics from Stanford University.

Mr. MacLeod began his career with Chevron in 1980 as an exploration geophysicist, subsequently shifting to broader upstream interests in exploration, development and geophysical research. He helped develop new geophysical and reservoir characterization techniques while in La Habra and then worked in Aberdeen, Scotland, where he applied these techniques to Chevron's UK assets. While in the UK, he was appointed Exploration Manager.

In 2000, Mr. MacLeod transferred to Calgary to work on the Hebron project, becoming Hebron Project Manager in 2002. In 2004 he took on the role of Manager, External Stakeholders, for the Hebron Project, based in St. John's, NL. In 2007 he moved to Oslo as Country Manager for Chevron's Norway operations. In 2009 he transferred back to St. John's to take on the new role of Atlantic Canada Manager for Chevron. He joined the C-CORE Board in 2009.

David L. Alcock, B.Comm., MBA
Owner/President, Dispute Resolution

David Alcock holds a Bachelor of Commerce degree from Memorial University and a Master of Business Administration from Queen's University. Mr. Alcock joined the Faculty of Business Administration and Commerce at Memorial in 1980, teaching at both undergraduate and graduate levels and serving on several Faculty Committees, Graduate Studies and Senate. He also conducted numerous seminars through the Centre for Newfoundland Development on human resources management; employment and human rights legislation; collective agreement administration; and the design and administration of discipline systems for professional and non-professional staff.

In 1991 he left academia to practice full time as an arbitrator, mediator and human resources consultant.

Since 1981, Mr. Alcock has played a prominent role as a dispute resolution specialist in both the private and public sectors, authoring hundreds of rights and interest arbitration awards affecting numerous employers and unions and thousands of employees governed by provincial and federal employment legislation and representing the provincial panel of arbitrators on the Executive of the Newfoundland & Labrador Labour Management Co-operation Committee.

Mr. Alcock has enjoyed long term volunteer service with Scouts Canada Provincial Council Board in the capacities of President and Deputy Commissioner - Administration. He joined the C-CORE Board in 2010.

Glen Burke, B.Comm., C.A.
Commercial & Business Development Manager, East Coast Canada, Suncor Energy Inc.

Glen Burke holds a Bachelor of Commerce degree from Memorial University as well as a Chartered Accountant designation.

Mr. Burke began his professional career with Deloitte & Touche in 1994, practicing chiefly in the areas of accounting, auditing, consulting and taxation services. In 1998 he joined Petro-Canada (subsequently merged with Suncor) and held a variety of accounting and finance managerial roles in both St. John's and Calgary. In 2009 he became responsible for Commercial and Business Development activities for Suncor's East Coast business.

Mr. Burke currently lives in Paradise with his wife Elinor and sons Adam and Michael. He joined the C-CORE board in 2009.

Tom Bursey, CMA, B. Comm., MBA, C. Dir., ICD.D
Executive Director, Corporate Services, Council of Canadian Academies

Tom Bursey holds Bachelor of Commerce (Hons.) and Master of Business Administration degrees from Memorial University. He is Vice President, Corporate Services & CFO for the Council of Canadian Academies (CCA), which manages the conduct of assessments of science via independent expert panels and to build confidence that decisions are being based on broadly‐accepted scientific knowledge and evidence.

Before joining CCA, Mr. Bursey worked in the management consultant sector, and before that with the ATCO Group, where he was heavily involved in the operations of the North Warning System (NWS) and the Alaska Radar System (ARS), from the Labrador coast to the Arctic Ocean hamlets of Nunavut, across the North West Territories and into Alaska.

Mr. Bursey also serves as a Director of CODE Inc., which specializes in election materials & systems for developing countries worldwide. He is also serves as a Director for the Human Resources Professionals Association (HRPA). He joined the C-CORE Board in 2010.

Born and raised in St. John's (Mt. Pearl), he is the founder and Chair of the Affinity Newfoundland and Labrador Ottawa Dinner (now entering its 11th year) and he was 2009 recipient of the J.D. Eaton Alumni Award recognizing outstanding service to Memorial University.

Tom resides in Ottawa with his wife and two children.

John Eidsnes, B.Eng.
Engineering Director, Subsea 7, Norway region

John Eidsnes holds a Bachelor of Engineering degree from the University of Bergen, with additional specialization in marine technology and has extensive experience in subsea construction and installation. He has also served as general manager for the Subsea 7 pipeline fabrication site in Norway. For the past 11 years, he has occupied engineering management positions, including overseeing the growth of the Subsea 7 engineering team. As head of engineering Mr. Eidsnes initiated and developed a strong Technology team in Norway with emphasis on the R&D needs of clients such as Statoil as well as the R&D needs of Global Subsea 7. He has also developed close links with academia at NTNU and the University of Stavanger, as well as with R&D institutions such as MARINTEK, DnV and now C-CORE. Mr. Eidsnes joined the C-CORE Board in 2011.

Dr. Ray Gosine, B. Eng., Ph.D.
Associate Vice President, Research, Memorial University

Dr. Gosine holds an undergraduate degree in Electrical Engineering from Memorial University and a Ph.D. in robotics from Cambridge University.

He has held various teaching and research positions at Cambridge University, the University of British Columbia (UBC) and Memorial University, including the NSERC Chair in Industrial Automation at UBC. He is also professor and the J.I. Clark chair in the Faculty of Engineering and Applied Science.

Dr. Gosine’s research is in the areas of telerobotics, machine vision and pattern recognition for applications in the resource industries. His teaching activities cover a range of electrical and mechanical engineering topics.

Dr. Gosine has also served in a variety of executive positions at Memorial University, including Interim Associate Dean, Graduate Studies and Research, Faculty of Engineering and Applied Science (September 2002-September 2003); Dean of Engineering (October 2003 - March 2008); and Acting Associate Vice-President, Research (March 2003- October 2008). In October 2008, he was appointed Memorial’s Vice-President, Research, pro tempore.

Dr. Gosine serves on the Boards of Directors for a number of organizations and companies involved in research and technology development, including C-CORE, which he joined in 2003, as well as on the Boards of several community and professional organizations, including the Council of the Professional Engineers and Geoscientists of Newfoundland and Labrador (PEG-NL).

Stephanie Hayes-Wilson, B.Sc.
Director, Trans Canada Pipelines Limited

Stephanie Hayes-Wilson holds a Bachelor of Science degree in mechanical engineering from the University of New Brunswick. She began her career as a mechanical engineer with NB Power’s thermal generation group, moving to Gazoduc TransQuebec and Maritimes and then in 2001 to TransCanada Pipelines Ltd. as a project manager. In October 2010, Ms. Wilson was appointed Vice-President, Commercial Operations of TC Pipelines GP, Inc. Ms. Wilson's principal occupation with TransCanada is Director, Commercial Affiliated Pipeline, a role she has held since 2009 and which includes her work as General Manager of the TransQuébec and Maritimes Pipeline.

Born and raised in Montreal, Ms. Wilson has served on the Foundation Board of nature museums of Montreal (Planetarium, Biodome, Botanical Gardens, and Insectarium) and joined the Board of C-CORE in 2007.

Jim Keating, B. Eng., MBA, P. Eng,
Vice President, Nalcor Energy - Oil and Gas

Mr. Keating holds Bachelor of Engineering (Civil) and Master of Business Administration degrees from Memorial University.

Upon graduation in 1993 he began working in project management and planning for global engineering, procurement and construction firms working in the offshore. In 1998 he joined Norsk Hydro ASA as a project engineer with Hydro's Technology and Projects division, becoming an Area Asset Manager with the International Oil and Gas Division in 2001, responsible for the technical and commercial areas of some of Norsk Hydro’s international assets outside the Norwegian Continental Shelf. In 2004 he became Norsk Hydro Canada Oil & Gas's Vice-President of Field Development and Operations, responsible for all aspects of that company's Canadian development and operations portfolio, including representation on the executive management committees of the Hibernia, Terra Nova and Hebron Projects.

Having joined Nalcor Energy subsidiary Newfoundland and Labrador Hydro in December 2005 as Vice President, Business Development, Mr. Keating was appointed Vice President of Nalcor Energy - Oil and Gas in January 2009.

Mr. Keating serves on several boards including Memorial University’s Board of Regents, the Energy Council of Canada and the Bull Arm Site Corporation. He joined the C-CORE Board in 2008. Mr. Keating resides in St. Philips, NL, with his wife and three daughters.

Paul McCloskey, B.Sc.
Vice-President, Atlantic Region
Husky Energy

Paul J. McCloskey was appointed Vice President, Atlantic Region in 2009. Prior to joining Husky, he was Managing Director at North Alamein Petroleum Company (NALPETCO). Previous to that, he led various businesses in Hess Production and Development, and held senior engineering roles at Conoco. A member of the Society of Petroleum Engineers, he served as a Director of the Board of the Aberdeen (Scotland) section.

Mr. McCloskey joined the Board of C-CORE in 2011.

Paula M. McDonald, B. Comm. (Hons), FCA, CMA
Executive Vice-President and Chief Financial Officer
Stratos Global

Paula McDonald holds Bachelor of Commerce (Hons.) degree in Accounting and Finance from Memorial University, as well as CA and CMA designations. She is a Fellow of the Institute of Chartered Accountants of Newfoundland and has taught accounting and auditing for the Faculty of Business Administration at Memorial University.

Ms. McDonald began her career with Ernst & Young LLP, practicing chiefly in the areas of accounting, auditing and corporate finance. She was a principal with Ernst & Young LLP when she left to join Stratos Global in 2000 as Vice President of Finance. She was appointed Executive Vice-President and Chief Financial Officer of Stratos Global in 2007.


Ms. McDonald has extensive experience in international business, mergers and acquisitions, and acquisition integration. She currently serves on the Board of Directors of Stratos Global as well as various Stratos subsidiaries. Paula has also served on the board of a number of not-for-profit organizations. She joined the C-CORE Board in 2009. Paula chairs C-CORE’s Audit Committee and is a member of the Corporate Governance Committee.



Dr. John Quaicoe, B. Sc., Ph.D., P.Eng.
Professor, Faculty of Engineering, Memorial University

Dr. John Quaicoe holds a Bachelor of Science degree in electrical engineering from the University of Science & Technology in Kumasi, Ghana, as well as a Master of Science and a Ph.D. in electrical engineering from the University of Toronto. Following a one-year post-doctoral position at University of Toronto, in 1983 Dr. Quaicoe came to teach at Memorial University. He served as Chair of the electrical engineering discipline from 1990 to 1999 and Associate Dean of Undergraduate Studies from 2002 to 2008.

Dr. Quaicoe serves as Dean (pro tempore) of Memorial University’s Faculty of Engineering. His current research focuses on development of control strategies and topologies for power quality improvement, uninterruptible power supplies, utility interface systems, high frequency power supplies and induction motor drive. He teaches electric circuit analysis, electronic circuit analysis and design, energy systems and power electronics, as well as power electronic systems, including modeling, analysis, control and design of power converters for various applications. He received the President’s Award for Distinguished Teaching for 2001-2002.

Dr. Quaicoe joined the Board of C–CORE in 2010.

Paul Sacuta, B.Eng., P.Eng.
Operations Manager, ExxonMobil Canada East

Paul Sacuta grew up in Alberta and got his start in the oil patch working for Canadian Superior Oil as a drilling engineer. He obtained a Bachelor of Science degree in Chemical Engineering from the University of Alberta in 1983. After spending seven years in various field assignments in Alberta for Mobil/Canadian Superior, Paul moved to Indonesia to work at the PT Arun LNG Plant in North Sumatra. In 1995, Paul moved to Qatar where he filled a number of supervisory positions at the Qatargas LNG Plant.

In 1998, he moved to St. John's to join the Hibernia project. Over the next six years he filled a number of offshore and onshore positions including Offshore Installation Manager and Facilities Engineering Supervisor. In early 2005, Paul was transferred to Equatorial Guinea as a rotational Operations Superintendent.

On October 1, 2007 Paul was appointed President of Hibernia Management Development Company Ltd. and chairman of the Hibernia Executive Committee.

In April 2010 Paul was appointed to his current role of Operations Manager, ExxonMobil Canada East. He joined the Board of C-CORE in 2011.
